Safe and Effective Medication (2011) sets four lines of white capitals against a sky that has turned entirely hostile — dense storm clouds massed in deep charcoal and grey, a pale break of light at the lower edge the only relief. SAFE at the top, AND smaller beneath it, EFFECTIVE below that, MEDICATION across the bottom in the largest letters of all. The text is the language of pharmaceutical packaging, the reassurance printed on the insert that nobody reads, rendered here at billboard scale against weather that offers no reassurance whatsoever.

The collision is the work. Ruscha had spent his career taking the language of American commerce — petrol station signs, road markers, trade names — and submitting it to formal attention that revealed its construction. Safe and Effective Medication applies that same operation to a different register of corporate language: the regulatory phrase, the liability disclaimer, the language designed not to communicate but to protect. Against a stormy sky, those words do not comfort. They become a question about what it means to be told something is safe by an institution with a financial interest in your believing it.

The phrase carries particular weight given when it was made. By 2011 the post-financial crisis atmosphere had sharpened public scepticism toward institutional authority of all kinds — corporate, governmental, medical — and Ruscha, who had been reading the language of American power since his first artist books in the early 1960s, understood exactly what those four words were doing. He did not need to editoralise. He placed them in a storm and let the sky make the argument.

Produced as a lithograph in colours on Somerset Satin paper in an edition of twenty, it is one of the more explicitly charged works in his output — a print that looks like a public health announcement and functions like its opposite.
